In the public but also in the private sector there are quite a few people with (very) high incomes who prepare decisions. They remain on top for tens of years. They are hardly ever sacked and common citizens have no influence on these people who I call servants of the 1%. I do not like president Trump, but I also do not like ex-president Obama, they are not people who promote the life of common people. Trump is part of the 1% while Obama climbed up in the spheres of the Deep State by having important jobs and by listening to (and obeying) people who are on top of the Deep State. Obama is still a prominent servant of the 1%.
Some of the difficulties Trump has are caused by the fact that he is hindered or even blocked in his decisions by the Deep State. In his private concern he can sack people who do not agree with him, as president he obviously does not know what he could do. The friendly attitude versus president Putin disappeared, in my opinion because the Deep State objected that Russia could become a friend, it should remain an enemy.
The action world also does not realise that though the 1% takes many selfish decisions, the Deep State, high-placed servants of the 1%, are not considered to be an enemy of the 99%. There are no actions against these people. Actions only take place (but only a few) against people who have been elected. People who work in the background, as the Deep State people but also many of the 1%, are hardly ever seen as action targets.
Two hundred years ago the revolutionary Jean-Paul Marat told how the 99% should act against the dominating public and private servants of the 1%. He said that common citizens should not negotiate with these people but control them, veto them and punish faulty leaders who violate the privacy, freedom and well-being of the 99%. That has hardly ever been done and though the French Revolution opened the way to a society that was better for the 99%, activists refused to use the ideas of Marat in actions. In our time the 1% still rules together with the people of the Deep State who were never target of any action.
High-placed politicians are often well protected but the people who prepare the decisions, the people of the Deep State, could be more easily be forced to prepare different decisions that are more favourable for the 99% and that replace the selfish decisions that are now taken and favour in first place people who are already privileged.
